The United States is creating more terrorists than it is capturing because it is only using tactics–arresting individuals, disrupting a single plot, using drones, etc.–rather than using a comprehensive strategy to combat a spreading ideology.
Ali Soufan is a former FBI agent who publicly criticized the CIA for not sharing information with him that might have led to uncovering and preventing the 9/11 attacks. Mr. Soufan, a Lebanese American, was one of a few FBI agents who spoke Arabic in the early days post-9/11. By using rapport-based interrogation techniques, he obtained critical information from high-level detainees. After resigning from the FBI, he founded the Soufan Group, which provides security intelligence services to governments and multinational organizations.
