Torture Memos Surprised State Dept

William Howard Taft IV served as Legal Advisor to Secretary of State Colin Powell from 2001-2004. Taft opposed the U.S.’s policy on interrogation techniques for military detainees. On January 2, 2002 he drafted a memo, arguing that the U.S. should apply the Geneva Conventions to detainees captured in the War on Terror.
