The Importance of the Interagency Process

From 1999-2002, Michael Newton served in the U.S. State Department's Office of War Crimes Issues. As the senior advisor to the Ambassador-at-Large, Newton implemented a wide range of policy positions related to the law of armed conflict. He helped Iraqis develop a constitutional structure, assisted in drafting the Statute of the Iraqi High Tribunal, and later served as an international advisor to the judges. He also served on the UN Planning Mission for the Sierra Leone Special Court. Currently, Newton is a Professor of the Practice of Law at Vanderbilt Law School, and serves on the Advisory Board of the ABA International Criminal Court Project. He is a co-author of Enemy of the State: The Trial and Execution of Saddam Hussein, as well as Proportionality in International Law and serves as senior editor of the Terrorism International Case Law Reporter.
