Ricardo Urbina was a US District Court Judge in the District of Columbia from 1994 to 2012, serving as Senior Judge from 2011-12. Mr. Urbina presided over several habeas corpus cases submitted on behalf of Guantanamo detainees, including one for seventeen Uyghur prisoners. He ruled in favor of the seventeen Uyghurs, determining they could no longer be seen as enemy combatants, and ordered their release. If no other country would take them, they could come to the U.S. His decision was overturned by the Court of Appeals.
