J. Alan Liotta began work on Guantanamo detention policy in 2004. He was appointed Principal Director of the Office of Detainee Policy in the Department of Defense in 2006. Liotta was responsible for negotiating the transfers of more than 380 Guantanamo detainees. He retired from federal service in 2015. Before he held the position of Principal Director, Liotta negotiated the return of remains of MIA soldiers from World War II, Vietnam, and Korea. He is credited with successfully negotiating with North Korea for the recovery of missing soldiers from the Korean War.
