Biography
Amb. Pierre-Richard Prosper was the second United States Ambassador-at-Large for War Crimes Issues, serving under President George W. Bush from 2001 to 2005. While in this position, Mr. Prosper was the lead diplomat engaging with nations whose citizens were held at the Guantanamo Bay detention center in Cuba, with the goal of repatriating many of them back to their home countries or transferring them to other countries.
