Capt. Albert Shimkus is an Associate Professor of National Security Affairs at the U.S. Naval War College in Newport, Rhode Island. He was the commanding officer and joint task force surgeon at the U.S. Naval Hospital in Guantanamo Bay, Cuba from January 2002 to July 2003. Mr. Shimkus retired as a Captain after a 39-year career in the Navy, and has since become involved with the Open Society Institute, working to raise awareness about abusive interrogation measures contained in the Army Field Manual.
